MINUTES FROM THE MEETING OF KIRTON PARISH COUNCIL HELD IN
THE MAIN HALL, KIRTON TOWN HALL ON THURSDAY 20 JULY 2021
Present: Councillors: Ian Cole (Chairman), David Danby (Vice Chairman), Sarah Wright, Georgina Cole, Peter Watson, Sandi Watson, Colin Brotherton, John Shelton and Lorraine O’Connor
Also present: Lincolnshire County Councillors Mike Brookes
Councillor A Austin and PCSO Neil Williams sent their apologies
Public Forum: No members of the public attended

103-21 Chairman’s Comments
The chairman welcomed everyone and stated it had been an interesting month. The Chairman and Vice Chairman had a meeting with Michelle Sax at Boston Borough Council after she had received complaints from two councillors. After a discussion she is more than happy with what both the Chairman & Vice-Chairman are doing and confirmed that there had been no Code of Conduct breaches
104-21 Apologies for Absence and reasons given
Apologies were received from Councillors:
None received
105-21 Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests
Councillor P. Watson is on the Boston Borough Council Planning Committee and will not take part in discussions on planning applications
Councillors I. Cole and G. Cole both declared that they are married to each other
106-21 Notes of the last meetings Parish Council meeting held on meeting held on 17th June 2021
Two amendments were made on proposal from Councillor P Watson, seconded by Councillor Danby, six agreed and three abstained as they were not at the meeting

108-21 Viewpoints on questions from members of the public

109-21 Matters for the attention of Lincolnshire County Council/Boston Borough Council from/to County Councillors/Borough Councillors
Councillor Danby had received a complaint about bins overflowing, purple bins not being used properly and overturned creating a mess in Hardwick Estate. Peter Watson to speak to the Borough to see what can be done
110-21 Finance
The Royal British Legion have raised funds for a flag pole and plaque
Wages were noted as May, this is incorrect but the amount is right.
The valuation for the Town Hall has increased which in turn has increased the amount of insurance by £71.86
All agreed with the above
111-21 Report from the minutes of the previous meeting
No change
- Correspondence received which the Council are invited to resolve on
- The Parish Council has been asked to contribute to Kirton Holme and Hubbert’s Bridge, Never Forgotten Club towards the club’s insurance which is £173.19. Councillor O’Connor stated that she thought the council should pay this. On proposal from Councillor P Watson, seconded by Councillor Wright and with no objections this amount will be donated
- The arboriculture officer, Richard Littlewood has been in touch regarding potential tree planting sites in the Kirton Parish area.
- A resident of Station Road has asked for a speed camera to be installed. This request will be passed on to the Lincolnshire Road Safety partnership and will copy in Councillor A Austin
- There will be temporary traffic light road restrictions for cable diversion work. Whitbread Road between B1391 and a point 200m north.
- The PCC of St Peter and Pauls has requested the clearing of bush-wood growing at the base of the trees. The council to gain 3 quotes
- A resident has contacted the council regarding missing fence panels between Church Lane and Dame Sarah Swift Park. These are the responsibility of LHP which the resident has been informed on a previous occasion.
- A resident has requested that the trees in the Churchyard are not touched during breeding season. They have been informed that the professionals conducting the work would know all the rules. Any trees felled could be replaced with new ones.
- To consider a request from Nacro to use green space behind the Town Hall for 16–18-year-olds. All members were asked if any of their children attend Nacro so there was no conflict of interest. No members children attend Nacro. The Toilet facilities would not be available and the council would need copies of a risk assessment from Nacro also a copy of the Public Liability Insurance before sessions could take place. Sessions start at 11am and last for two hours. On proposal from Councillor P Watson, seconded by Councillor O’Connor all agreed
Councillor Mike Brookes left the meeting
- An email was received from the tenant who rents the chapel
It was decided to wait until the Clerk is back to discuss this
113-21 Town Hall
Nothing to report. No booking being taken until September 2021
- Cemetery
Councillor Danby found the keys in the shed and had a set cut, 14mil Allen key and safe key Cost £20. One set for road safety and one for the office. The shed has the equipment which had been used by the Friday Club including a mower, path sweeper and multi tool. Councillor I Cole suggested donating the items to the Wombles on proposal from Councillor P Watson, seconded by Councillor Wright and with no objection. These is also cast-iron grave marker which a decision will need to be made as to whether to refurbish or sell them.
115-21 Parish Matters
- Councillor Wright, Committee to approve June minutes, all agreed. It was suggested that there be a separate committee to run the playground in a form of a charity. Councillor P Watson is awaiting a quote from Sutterton CCTV. Councillor I Cole received a quote from Vidicom for one camera £2,438.00 with one years’ data pack however there would need to be an electric feed. Councillor P Watson to find details of CCTV in a bollard run by a battery. It was suggested that PCSO Williams be contacted for advice on how to cover the area with CCTV
- Allotment update: Councillor Brotherton stated that the area pointed out by a former councillor would not be a suitable site, Councillor P Watson agreed.
- As time was running on it was agreed by all members to go to Planning applications
- Councillor Watson suggested a separate committee for policy documents
- Councillor Cole asked the members to consider the 4th Tuesday of the month for full ouncil meetings. On proposal from Councillor P Watson, seconded by Councillor I Cole and with no objection full council meetings will be the 4th Tuesday of the month.
- Councillor Brotherton reported chick weed in the planters and it was agreed that he should contact T.A. Blackamore
Councillor Brotherton Left the meeting 9.03pm
- Councillor I Cole suggested that messenger chats were stopped for council business and revert back to email, post and phone.
Councillor Wright left the meeting 9.05pm
g continued: Councillor Danby suggested reading all the recommendations and paperwork.
- Councillor Cole suggested asking Victoria Clark to sit in on a meeting and also to hold a meeting just to discuss the use of messenger

117-21 Planning applications
B-21-0213: Erection of a cold store at Windy Ridge Veg Ltd Office, Hubbert’s Bridge Road, Kirton
With the additional noise this is an environmental issue
There are also concerns to it being used as a shortcut by large vehicles
B-21-0242: Two storey rear extension to existing dwelling at 4 Horseshoe Lane, Kirton
No objections
B-21-0285: Demolition of existing outbuildings and erection of 4no. dwellings at Jessops Bakery, 11-13, High Street, Kirton, PE20 1DR
Emergency services would have difficulty in accessing the proposed properties via the access route and coming onto a parking bay. This is also part of a conservation area.
Determined Applications
B-21-0118: Change of use of land from agricultural use to residential use and the erection of a garage and a maintenance equipment store at the Farm Yard, Mill Lane, Kirton End – REFUSED
All three above applications had no objection from members
Councillor P & S Watson left the meeting at 9.15pm
