MINUTES FROM THE MEETING OF KIRTON PARISH COUNCIL HELD IN
THE MAIN HALL, KIRTON TOWN HALL ON THURSDAY 17 JUNE 2021

Present: Councillors: Ian Cole (Chairman), David Danby (Vice Chairman), Peter Watson, Georgina Cole, Colin Brotherton and John Shelton
Also present: Lincolnshire County Councillors Alison Austin and Mike Brookes

Public Forum: No members of the public attended

The meeting started at 7:00pm
    
87-21 Chairman’s Comments
The chairman thanked those attending and stated it was nice to have face to face meetings

88-21 Apologies for Absence and reasons given
Apologies were received from Councillors: Sarah Wright, Lorraine O’Connor and Sandi Watson, their reasons were accepted
Apologies were also received from the Clerk to the Council, Mrs. B. Buttery
Councillor Jackie Skinner had resigned from Kirton Parish Council 

89-21 Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests
Councillor P. Watson is on the Boston Borough Council Planning Committee and will not take part in discussions on planning applications
Councillors I. Cole and G. Cole both declared that they are married to each other

90-21 Notes of the last meetings Parish Council meeting held on meeting held on 20th May 2021 plus staffing to be approved as the minutes
On proposal from Councillor P. Watson, seconded by Councillor D. Danby, with no objections, the above notes were approved as an accurate record of the meetings and will be recorded as the minutes.

91-21 Police matters
Apologies were received from the police and a report was sent of crimes since the last meeting 
21/05/21 Assault, Edinburgh Drive – under investigation
05/06/21 Assault, Dennis Estate – 1 arrest - under investigation
06/06/21 Burglary dwelling, Station Road – under investigation
11/06/21 Theft, D’eyncourt, Lighton Avenue – under investigation
Footage from the Town Hall CCTV showing the damage to the play park by 2 males, the police will look out for them

92-21 Viewpoints on questions from members of the public
No public were in attendance

93-21 Matters for the attention of Lincolnshire County Council/Boston Borough Council from/to County Councillors/Borough Councillors
Cllr. Austin (LCC) 
Attended a highways meeting, a scheme is progressing with Black Sluice regarding flooding
Horseshoe Lane footpath needs to be resurfaced
Asked again for the 30mph limit to be extended to Skeldyke Road
Seadyke Road has dropped, this will get fixed but is not a priority
The members of the council expressed their concern to Councillors Austin and Brookes regarding the number of accidents on the junction of A52 & B1192, Hubbert’s Bridge and Station Road. The Parish Council will contact Lincolnshire Road Safety Partnership and c.c. Councillor’s A. Austin and M. Brookes.

Discussed a car blocking the view going on to Station Road Roundabout – This is a police matter
It was discussed about planting shrubs, this would need highways permission

Councillor Brookes (LCC)
The Internal Drainage Board has been working with Landowners in Priestly Close to clear watercourses, this will take a few weeks.
It is hoped that Penny Gardens will be resurfaced, this would involve a road closure so maybe towards the end of the year.

Fly tipping in the Dyke near the Chestnuts was reported on social media, 8 fixed penalty notices have been issued
A Health and Wellbeing grant of £5000 between Frampton and Kirton Parish Councils in the Borough will be signed off at the July meeting
There has been gatherings in public houses that were illegal, there has been a 33.7% infraction rise

Requested a cost and possibility of swapping one of the 4 bins at the Town Hall to the Billy Bear Type

94-21 Finance
A) Accounts for Payment – as per payment sheet dated June 2021/22 (3 of 12) 
Proposed by Councillor Watson, seconded by Councillor Danby, with no objections, it was resolved that payments should be made as per the payment sheet and for Councillor I. Cole to contact the insurers regarding the discrepancies in the prices received
The renewal of the insurance needs to be diarised for the April Meeting 
A review of grass cutting is needed in 2022.  Councillor Shelton will obtain 3 quotes and Councillor I. Cole will obtain the specification, these will both be needed before the April 2022 meeting.
It was confirmed that the online cloud version of SAGE was being used

21.08.20        Clerk contacted Cllr Austin following on from a request from 
Cllr S Watson to chase up the signage issue at Skeldyke Road.  
Cllr Austin has raised this again with Highways Manager and is 
waiting to find out when it will be done.                            X            
23.12.20        Preliminary enquiries made regarding obtaining land for allotments. 
12.01.21        Contacted various bodies with regards to obtaining land for 
allotments.  As of yet no success.  Query made to Borough Council 
for further information.    

10.03.21        Ongoing due to waiting for legal clarification as to whether the land

        Pillars and brickwork/point due to Covid restrictions

08.06.21        Report received of damage to play equipment at the Town Hall.  Reported

09.06.21        Upon viewing CCTV at Town Hall, 2 possible culprits.  Reported to PCSO’s who
        Will try and identify the youths.                                  X

96-21 Correspondence received which the Council are invited to resolve on
a) See correspondence list below
b) Environment Agency – Environmental Permitting (England and Wales) regulations 2016 Water Resources Act 1991: Reported sewage pollution at Kirton Drain. Asking for information to locate source of the pollution, residents to check their sewage/septic tanks to ensure it is working properly
c) Kirton Holme and Hubbert’s Bridge, Never Forgotten Club: Asking for funding towards the club’s insurance for the club which meets monthly in the Church Room at Kirton Holme. Councillor I. Cole to ask the club the cost of the insurance. The Council has a provision of £500 towards grants in the budget.

97-21 Town Hall 
Annual meeting will be held next Tuesday, 22 June 2021. 
The Wi-Fi is not working, the booster is on a different circuit. The suggestion was to put it in the bar.
Councillor Watson needs a set of keys to access the Road Safety Kit and then the kit can be put in the cemetery box which has an Allen key

c) Review of policy documents - to consider approval for the next 12 months of policy documents – Members to 
view on the website where all documents are held
Postpone until the next meeting, all members to look at all policies  
d) To consider adopting the Filming, photography and audio recording policy – previously circulated to all

e) To consider which members will be on which committees
The Staffing committee will temporarily dissolve and when re-affirmed will have 3 members and the Chairman, the members will be decided when the committee is re-affirmed.  
The Finance Committee will have Four members plus the Responsible Financial Officer (RFO) in attendance, the members will be decided at a meeting after the RFO is appointed.
On proposal from Councillor J. Shelton, seconded by Councillor P. Watson, with no objections it was resolved that both of these committees will not have family members or members from the same household unless absolutely necessary.
Recreational and Events committees to stand as they are, except Councillor I. Cole will stand down from the events Committee but will volunteer when needed.
f) To discuss weekends and how members correspond ‘out of hours’
Any emails sent during the weekend do not need to be answered until a Monday
g) To consider changing day of meeting
Councillors Brookes and Austin to be informed that the third Tuesday was chosen and check this is OK for them. The next meeting scheduled for Tuesday 20 July 2021

101-21 Planning applications
B-21-0213: Erection of a cold store at Windy Ridge Veg Ltd Office, Hubbert’s Bridge Road, Kirton
With the additional noise this is an environmental issue
There are also concerns to it being used as a shortcut by large vehicles
B-21-0242: Two storey rear extension to existing dwelling at 4 Horseshoe Lane, Kirton

B-21-0285: Demolition of existing outbuildings and erection of 4no. dwellings at Jessops Bakery, 11-13, High Street, Kirton, PE20 1DR
Emergency services would have difficulty in accessing the proposed properties via the access route and coming onto a parking bay. This is also part of a conservation area.

B-21-0118: Change of use of land from agricultural use to residential use and the erection of a garage and a maintenance equipment store at the Farm Yard, Mill Lane, Kirton End – REFUSED
