MINUTES OF THE ANNUAL MEETING OF KIRTON PARISH COUNCIL HELD IN THE MAIN HALL, KIRTON TOWN HALL ON THURSDAY 20 MAY 2021

Public Forum
The Clerk took the details of the 3 attendees for track and trace purposes.

One of the founding members of the Wyberton Wombles attended to ask the Parish Council for a donation towards a cigarette butt cleaning up machine. They had received an offer to sell them at cost from Chislet Hire.  After a proposal by Cllr P Watson, which was seconded by Cllr G Cole, it was resolved that the Parish Council should pay the £225 that it would cost from Chislet. This was resolved with 8 votes in favour, Cllr Brotherton abstained.

Mr David Hodgson (Secretary of the Royal British Legion – Kirton District) informed members that they would like to insert a memorial stone in the War Memorial area to commemorate the 100 years of the Royal British Legion.  They would also like to erect a permanent flag pole.  Members had already given permission for this but it was now with the Clerk who was applying for permission from the Borough. He said that the RBL had managed to secure £1300 funding towards the cost of these which would be in the region of £2500.

Mr Hodgson said that the RBL had not met for over a year. They were hoping to have a concert with the Kirton Brass Band but this has been cancelled twice so far.

The Chairman of the Royal British Legion – Kirton District, Roland Reece informed members that the RBL had managed to secure the £1300 funding by approaching local businesses.  They were still in talks with some and had planned on putting out collection tubs within the village too.  They asked for a donation from the Parish Council.

68-21 Election of Chairman
Cllr I Cole stood down as Chairman and Cllr P Watson asked for nominations for Chairman.  Cllr Brotherton nominated Cllr I Cole, Cllr P Watson seconded.  It was agreed unanimously.

69-21 Chairman’s acceptance of office
Cllr I Cole accepted the role of Chairman and thanked all for voting for him.  

70-21 Appointment of Vice-Chair
The Chairman nominated Cllr Danby to be Vice -Chair.  Cllr O’Connor nominated Cllr P Watson.  A vote was held.  5 in favour of Cllr Danby and 4 for Cllr P Watson.  Cllr Danby is the new Vice-Chairman

71-21 Chairman’s comments
The Chairman commented that the last year had been an unusual year.  Thanks were given to all for voting him in for a second year as Chairman.  He said that the last 12 months had been an uncertain time for all and many had re-evaluated their lives.  

He congratulated Cllrs Austin and Brookes (in their absence for being re-elected at County Level).

72-21 Apologies for absence and reason given
Apologies were received from Cllrs Brookes, Austin and Wright and their reasons for absence were accepted.
 
73-21 Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests.
Cllrs I and G Cole declared that they are married to each other.
Cllr P Watson is on the Boston Borough Planning Committee and will not take part in discussions on planning applications.
Cllr S Watson declared an interest in that her husband, Cllr P Watson is on the planning committee at Boston Borough Council.

74-21 Approval of the minutes of the previous meeting
Notes of the last meetings Parish Council meeting held on meeting held on 15 April 2021 plus staffing committee meeting notes from 6 May 2021 were approved as an accurate record of the meetings and will be recorded as the minutes.

75-21 Police Matters
The Police sent their apologies and a report of crimes since the last meeting:

03/02/21 Robbery, International Food and Drink, Boston Road – under investigation
08/02/21 Burglary, Marsh Road – under investigation
09/02/21 Theft from motor vehicle, Sentence Crescent – 1 person arrested and charged
12/02/21 Theft of catalytic convertor from vehicle, London Road – under investigation
12/02/21 Criminal damage to property, Eleven Acre Lane – under investigation
13/02/21 Animal cruelty offences, Nightingale Road – under investigation
Cllr O’Connor reported suspicious behaviour on Nightingale Road on 18/05/21

Cllrs P Watson and Wright have spoken to the PCSOs regarding the possibility of getting barriers on Station Road to stop parents crossing the road where they are and to ensure that the crossing is used.

76-21 Viewpoints on questions from members of the public
Members discussed the request from the RBL and resolved to make up the difference once the RBL know how much they still needed.

77-21 Matters for the attention of Lincolnshire County Council/Boston Borough Council from/to County/Borough Councillors
In the absence of Cllrs Brookes and Austin, they both sent in a report.

Cllr Brookes reported that Black Sluice are working with landowners on Priestly Close to clear the privately owned watercourse at the rear of the properties.  LCC will then be able to locate the outlet from the drainage system in Priestly Close, although this will also benefit Penny Gardens who share the same drains channel.

He also reported that Penny Gardens will benefit from a jet patching job to get immediate repairs done and Highways are working on getting resurfacing done there going forward.

Cllr Austin reported that following on from an email received about the danger of school children running across Station Road with their parents rather than using the light controlled crossing, she has made enquiries about metal fencing barriers extending round the curved corners of the section of the road which forms the access to the primary school.  This she will make further enquiries about regarding protocol.

Cllr P Watson reported that he has reported 2 inspection covers outside HiQ Garage on London Road.  

He reported that the area on Horseshoe Lane that has experience a high level of fly tipping has now been cleared of the majority of the bins at the front.  These are actually supposed to be stored at the rear of the properties.  It is hoped that removing the bins will discourage fly tipping going forwards.  

He also reported that the working group he is a member of at the Borough is pushing to get the appointment system scrapped at the tip.  There are also measures being considered regarding none waste transfer certificate holding people.  The group is finding that it is frustrated that LCC are not listening to what the public want. 

78-21 Finance
a. Accounts for Payment – as per payment sheet dated May 2021/22 (2 of 12) 
It was resolved that the payments should be made as per the payment sheet.
b. To authorise signing of the AGAR 2020/21 (Accounts and Audit form)
Members authorised the signing of the AGAR following on from the internal audit.

80-21 Correspondence received which the Council are invited to resolve on
a. Lincolnshire County Council – Temporary Traffic Restriction – Kirton End – On Drainside North (between Hill lane and a point 175m North) 14th June to 30th July – as required for water main replacement and connection works.
b. Email received from CCTV Manager regarding potential future upgrades with CCTV Contractors – request to install a small recorder/server that would have access to internet connection – Clerk informed Manager that the Town Hall is in the process of having internet installed and enquired as to time frame required for installation.
c. Email received from Highways Manager to clarify queries raised at the last meeting regarding Skeldyke Road and Horseshoe Lane and how matters are determined.

81-21 Town Hall
The Town Hall Management Committee has just had their first face to face meeting.  They are in the process of getting internet in the building.
The committee has decided not to fully open up until at least June 26th.  There are some users now.  
Financially they are in a good position.
They have received lots of party enquiries.
The Committee will hold its AGM in June.

82-21 Cemetery
The pile of branches/bush cuttings at the rear of the Cemetery is too big to burn and not very eco friendly. It was resolved that the Clerk should find out how much it would be just to get it shredded in situ.
83-21 Parish Matters
1. Reports from committee meetings held since last Council meeting
Staffing Committee had met.  The Recreation Committee will meet next month
2. Allotment’s update
Clerk still pursuing the legality of using the land at Bungley Lane as allotments.  Cllrs P Watson and Brotherton to arrange to speak to local farmers.
3. Review of policy documents – to consider approval for the next 12 months of policy documents sent to all.
This item was deferred to the next meeting as some had struggled to find them on the website.
4. To consider reducing meeting length from 3 hours maximum to a maximum of 2 hours (incorporated within Standing Orders)
It was resolved to reduce the meeting length to a maximum of 2 hours unanimously.

86-21 Date & time of the next Parish Council Meeting
Date & Time of the next Meeting of the Parish Council will be held on Thursday 17th June 2021 at Main Hall, Kirton Town Hall 7 pm.  There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 8.15pm.
