KIRTON PARISH COUNCIL 
NOTES OF A MEETING OF THE PARISH COUNCIL 
HELD ON TUESDAY 26th July 2022

Present: Councillors:     P. Watson, Chair, F. Baillie, C Brotherton, C Crisford, R. Pryke, S. Watson
                Acting Clerk D. Fairweather.
Also Present:    County Cllrs Austin and Brookes and seventeen members of the public

PUBLIC FORUM
Resident asking again when relatives grave will be sorted as some months since originally asked. Clerk apologies but gave her word would be done before the next meeting.
Majority of public then wanted to discuss concerns regarding the travellers site application B/22/0260. 
Cllrs P Watson and Cllr A Austin left the meeting.
Proposed Cllr Baillie seconded Cllr O’Connor that Cllr Pryke Chair this part of the meeting.
Main concerns are it is in a Flood 3 zone with additional wastewater and sewerage. The area is sparsely populated and the potential of another twenty-eight residences will over 100% increase residents. Roads are not sufficient now let alone with additional traffic. The site is in close proximity to the RSPB reserve. One resident had taken legal advice and a petition with forty-three signatures was to be forwarded to planning. 
Council agreed due to the concerns of a significant amount of public, a further extension date be requested of planning for the Council response and a full public meeting to be call when dates agreed with all relevant parties.
Council reiterated individuals must make their own objections as whatever comments the Parish Council makes are only classed as one, no matter how many people it is supporting.

Considerable outrage of the proposals to take away the roundabout on the junction of the A16/Station Road. Residents felt Kirton was being cut off and no details of the proposals had as yet had been received. A public meeting organised with Highway officials to be present.
Cllrs Watson and Austin returned to the meeting.

POLICE REPORT - website not updated since June. Clerk to speak with Police to find if website could be updated more regularly.

REPORTS FROM REPRESENTATIVES
Cllr Austin Advised Cllr Davies, Chief Executor to Highways would be at the public meeting on 27th July to answer questions regarding A16 proposals. Concerns that even more disruptive works in the village.
Cllr Brookes – flooding in Priestley Close. BSIDB have now cleared dykes as LCC originally could not get camera down to inspect.
Cllr P Watson advised planning on site of Peacock Public House had been approved, on a vote of 7-2

74-22 TO RECEIVE APOLOGIES FOR ABSENCE were received and accepted from Cllrs Brown and Jarvis. 

75-22 TO CO-OPT NEW COUNCILLOR
Chris Chrisford had agreed to join the council. Proposed Cllr P. Watson seconded Cllr Brotherton that he be co-opted. Declaration of acceptance of office was duly signed. Chair advised there is training for new councillors available and urged Cllr Chrisford and other councillors to attend.


76-22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011

Cllr P. Watson declared membership of the Boston Borough Council Planning Committee and advised he would not take part in discussions on planning applications.    
Cllr S Watson declared she is the wife of Cllr P Watson who is on the Planning Committee.


77-22 TO APPROVE NOTES OF PREVIOUS MEETING 28th JUNE 2022.
Proposed Cllr S Watson, seconded Cllr P Watson that these be accepted as a true copy. All in agreement.

78-22 TO RECEIVE CLERK’S UPDATES
Land adjacent to 30 Station Road does not belong to LCC. ‘No mans land’. Advised Owner can ‘use as his own’ and place small posts with chain fencing to stop cars parking at school times as he keeps it tidy anyway. 
Additional bin for A Jays £199.70 as caretaker reports each month number of times it is overflowing.

Middlecott hedge works organised for end of August.
Application for tree works in churchyard to be withdrawn as planning are not happy. How-ever no TPO’s in there despite records found. Work on trees in cemetery next month as not in conservation area and no TPO’s. Ralph has advised tree surgeon for second quote for Dame Sarah Swift but have to do some work as a matter of urgency as branch fell in garden last weekend. 
Dame Sarah Swift – vandalism again, child’s’ swing has had to be removed for safety purposes. Previous reports of inspections have now been traced and are to be scanned over to me. 
Meeting arranged with Alarmline to look at siting for CCTV. 
Received request from RBL to clear War Memorial – Wyberton Wombles have attended. 
Footpath between Drainside South and Princess Road requires attention. LCC advising not theirs.  Asked the Wombles to look at for us and then perhaps try and reinstate the Friday Club to keep pathways clear going forward.

79-22 TO RECEIVE UPDATES ON DRAINAGE WORKS
Disappointed that works are taking so long, and completion date has yet again been extended. Highways had given no thought to the diversions on Bungley Lane and Drainside South where ‘near miss’s collisions were becoming a concern. To ask at open meeting why the one-way street, or Station Road, could not be opened to at least alleviate some of the continued diversions. Cllr Pryke, having spoken with workers had been told work would continue after September. Cllr Brotherton also asked why there could be no compensation for the businesses that had been severely affected. Businesses are grouping together to obtain professional advice but this is not something that everyone can afford.

80-22 TO DISCUSS FUTURE OF DAME SARAH SWIFT PARK
Continual problems, caretaker has advised it is the worst she has seen. Skate ramp has had more metal torn off. Clerk to speak with BBC inspector for advice on repair works.
Take to public consultation to access what the people of Kirton are wanting from the area. Cllr Chrisford advised in his previous village it had been closed due to the constant vandalism. Cllr O’Connor asked if it could not be used for allotments. Clerk to check restrictions of Lease. Peppercorn rent not paid for 3 years.

81-22 TO NOMINATE REPRESENTATIVES FOR EVENTS COMMITTEEFOR FUTURE   PUBLIC EVENTS
It was agreed that an Events working group be put together to organised events, like the Jubilee. A working group is preferable to a committee which is not governed by the rules of meetings and public forums. Proposed that Cllrs Baillie, P & S Watson form the group with the option of obtaining outside assistance if required. All in agreement. Cllr Brotherton advised would help with Christmas decorations again.

82-22 FINANCE
To Approve Payment of Accounts as per schedule
Proposed Cllr Pryke seconded Cllr Baillie

83-22 PLANNING
B/22/0246 – erection of agricultural Store, Allandale, Woodside Road – no objections
B/22/0260 – proposed change of use from agricultural land to gypsy and traveller site. Council agreed to defer the decision of this until the public meeting had taken place.

84-22 CORRESPONDENCE
A lady keen to become a councillor but only been in the village 4 months but keen to get involved
Resident asked Middlecott Sports Centre is to be closed. Though it had been built for the people of Kirton. £80k section 106 monies used with £1.8m from Lottery funding. Trying to ascertain owners. 

It was noted that Cllr Pryke had requested Police to be on the agenda at the next meeting which hadn’t been the case.
