KIRTON PARISH COUNCIL 
NOTES OF A MEETING OF THE PARISH COUNCIL 
HELD ON TUESDAY 27TH SEPTEMBER 2022

Present: Councillors:     P. Watson, Chair, D Jarvis, Vice Chair, F. Baillie, C Brotherton,                        C Crisford, R. Pryke, S. Watson. L. O’Connor arrived at 7.23pm
                                      Acting Clerk D. Fairweather.
Also Present:            one member of the public.

PUBLIC FORUM
Resident of Station Road asking if anything can be done regarding the pelican crossing as it appears not to be ‘noticed’ by motorists. Many near accidents. Perhaps the fencing could be extended.  Could something be done to improve the safety?

POLICE REPORT Having received an update of Policing in the Borough with news of Wyberton and Swineshead being targeted by PCSO’s due to anti-social behaviour, clerk had written asking why Kirton does not have a presence bearing in mind problems in Dame Sarah Swift Park. Received replied that of all the villages which the team covers, Kirton probably gets the most attention due to its size and issues. Kirton is patrolled daily, which includes hotspot areas such as Dame Sarah Swift Park, Kirton Town Hall, Graves Park etc and Police deal pro-actively with any issues. 
Regarding the police.uk website, they are aware that the crime and incident data is a couple of months out of date, this is due to the time it takes for all the data to be processed and updated to the website – it is a national website containing data for every neighbourhood across the country. Although not be perfect, it was agreed by senior officers this would be the way for councils to obtain information from the start of 2022.
If there are specific issues these will still be addressed if reported to Police for action.

99-22 TO RECEIVE APOLOGIES FOR ABSENCE
Were received and accepted from Cllrs Austin and Brookes.

100-22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011
Cllr P. Watson declared membership of the Boston Borough Council Planning Committee and advised he would not take part in discussions on planning applications.    
Cllr S Watson declared she is married to P Watson who is on the Planning Committee.
Cllr Crisford declared interest in Item 104-22 as founder member of ‘Sing’

101-22 TO APPROVE NOTES OF MEETING OF 23rd AUGUST 2022.
Were accepted as a true copy to become minutes. Proposed Cllr Jarvis seconded Cllr S Watson.

102-22 TO RECEIVE UPDATES FROM CLERK
Car Parking – As part PC and part Town Hall Management Committee contract needed to be signed by both parties. A Booth happy to sign as Chair of TCMC.
Orthodox Chapel – Pygott & Crone finding it difficult to put figure on building. Clerk to find another Company.
Advised date for Court hearing for counterclaim to previous clerk. 22nd December
Streaming meetings. Having spoken with other clerks and looking into alternatives, clerk now checking with Teams and Skype as advised by Peter Langford.
CCJ Claim – clerk to look into investigators to trace contractor to recover outstanding monies.

103-22 TO DISCUSS POLICING REPORTS/UPDATES
Cllr Pryke – not satisfied with presence of PCSO’s in the village. Can PC request further information from superior officers as to what areas are patrolled when they are n the village, what crimes are actually committed and detection rates.

104-22 TO DISCUSS/APPROVE DONATION REQUEST FROM ‘SING’
Cllr Crisford explained new group in village for people to get together and sing. Following lockdown has proved to be popular and there are events booked for the future. Group requesting financial assistance towards room rental, uniform etc. Cllr Crisford left the meeting. 
PC agreed that whilst this is a well-deserved cause they could not set a precedence for all new clubs to approach Council for funding. Taking into account that ‘Sing’ is open to both Kirton and surrounding areas a one-off contribution of £200 was proposed by Cllr P Watson, seconded Cllr Baillie. Unanimous. 
Cllr Chrisford returned to meeting.

Cllr Jarvis left meeting at 8.15 p.m.

105-22 TO DISCUSS PC NOTICE BOARD
In poor condition and concerns that not seen by public. Could a more favourable place be found. Clerk advised a key had been given to use Town Hall Notice Board. Perhaps one to be mounted at the front of the Town Hall adjacent to Station Road.  Clerk to investigate costs. Agenda item next meeting.

106-22 TO DISCUSS/APPROVE DONATION FOR REMEMBRANCE WREATH
Donated £40 last year but wreaths cost £16 so proposed Cllr P Watson seconded Cllr S Watson. Unanimous.

107-22 TO DISCUSS IDEAS FOR RE-INSTATMENT OF TOMMY
Cllr P Watson advised poor design of structure in that the feet were the weakest point and through either man handling or wind would suffer same problem again. Clerk to speak with RBL as to their thoughts on if Tommy should be replaced in the same place or elsewhere within the war memorial ground with support.

108-22 FINANCE
Received signed AGAR. Apart from no Notice of Public Rights and PAYE given last year and PC signed to say all actions had been correct. Only noted as a comment from External Auditor and an unqualified decision was given.
a) To Approve Payment of Accounts as per schedule.   Proposed Cllr Brotherton, seconded Cllr S Watson.
b) To Approve Remedial Works for Memorial Stone. Discussions took place regarding the damage to the wording on the memorial that was sunken under ground level for some time and had been reported to the Parish Council in January 2021. Quotation received for highlighting the gold lettering and Parish.  Whilst this is something that is not the responsibility of the Parish Council, it was agreed, due tp the circumstances to contribute towards the works. Proposed Cllr P Watson, seconded Cllr Crisford.    6 in favour 1 against.

102-22 PLANNING –
Cllr extended their disappointment that planning for The Peacock had been approved.
No decision on the traveller’s side had been made.
B/22/0359 Removal of existing garage and erection of single storey extension. No objections.

109-22 MEMBERS REPORTS
PW Referendum- BBC had refused due to incorrect wording of the statement. Further meeting to be held.
SW – update from Events Committee
Old Peoples Christmas dinner. Town Hall happy to provide food again. Volunteers required to serve meals. £4.50 for roast meal.
Children’s Christmas party 3rd December in conjunction with Christmas Light turning on.
