KIRTON PARISH COUNCIL 
NOTES OF A MEETING OF THE PARISH COUNCIL 
HELD ON TUESDAY 22nd November 2022

Present: Councillors:     P. Watson, Chair, D Jarvis, Vice Chair, C Crisford, L. O’Connor, R. Pryke, S. Watson
                                      Acting Clerk D. Fairweather.
Also Present:        County Cllrs Austin & Brookes and three members of the public        

PUBLIC FORUM
A member disappointed with the anti-social behaviour in the village. PC has been looking into CCTV coverage but agreed mor Police presence is required.  Also disappointed at the lack of councillor presence at village events.
Resident still concerned with the restrictions on the Town Hall Car Park parking.  Is it fair for all the residents? It appears the Town Hall Management Committee suggested this some time ago and now everything has changed, with special occasions at the hall having no restrictions, and all of this without public consultation.

POLICE REPORT
Drugs raid in Craven Avenue, arrests, thanks to Kirton residents for information passed to Police. Dealing with anti-social behaviour at the Town Hall and Graves Park.

REPORTS FROM ELECTED BOROUGH AND COUNTY COUNCILLORS
Cllr Brookes reported to speeding survey on Donington roads, results not received as yet.
Boston Road – to be a public consultation to extend 30 m.p.h. passed Middlegate Road junction.
Drainage problems – investigations ongoing but it is suspected there is a blockage.
Cllr Auston – A16 roundabout – still ongoing with DFT but no further progress made, for Kirton whilst other schemes are all ongoing. 
Ongoing investigations with Drainside South, the footpath along Princess Road and Seadyke Road.
Mental Health provision is to be taken out of hospitals.  Norton Lea has a rebuild for nineteen rooms.

118-22 TO RECEIVE APOLOGIES FOR ABSENCE
Cllr Baillie. Due to health reasons David Brown has resigned as Councillor.

119-22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011

Cllr P. Watson declared membership of the Boston Borough Council Planning Committee and advised he would not take part in discussions on planning applications.
    
Cllr S Watson declared she is married to P Watson who is on the Planning Committee.

120-22 TO APPROVE NOTES OF PREVIOUS MEETING 25TH OCTOBER 2022.
Proposed Cllr, Jarvis, seconded Cllr S Watson that these be accepted as a true copy.

121-22 TO RECEIVE UPDATES FROM CLERK
A thank you note from Sing, they will keep us updated as to how they use the donation.
Tree guard to be delivered during coming week.
Car Park CCTV – must have an isolated spur point. Local electrician to instal during the week.
Drains as per resident at last meeting – on schedule to do over next 6 weeks
CCJ Claim – reported to Private Investigator Lincolnshire to try and trace the defendant.
Trees in Churchyard – letter from PCC unhappy at the length of time taken to sort.  Advised of the discussion with planning office and although there has been delays clerk has been in communication with the residents involved at all times. 

122-22 TO DISCUSS/APPROVE NEW NOTICE BOARD
Agreed design for new board, from selection submitted, to be fitted at entrance to Town Hall Car Park. Delegated powers for Clerk and Cllr S Watson, as Chair of Finance, to purchase up to the cost of £1500.  Agreed to purchase and agree position once received. Could sponsors be found to assist with the purchase. PC felt existing notice board should also be replaced as people are used to it being there.

123-22 TO DISCUSS SALE OF ORTHODIX CHURCH
Valuation received of £5000. PC felt that to be low and requested a second valuation.

124-22 FINANCE
b) To Agree Precept for 2023- 2024
Budget figures produced by clerk with potential projects that required further costings for decisions to be made.  Clerk advised there would be time to discuss at January meeting as due date to BBC was 27th January.  Clerk to ascertain costings.
To Approve Payments as Per Schedule. Proposed Cllr S Watson, seconded Cllr Pryke that 50% contribution to the fencing on Thomas Middlecott Drive of £250 as a gesture due to the length of time it has taken to remedy the problem.
8.15 Cllr O’Connor left the meeting. 
Cllr S Watson requesting budget of up to £500 towards the three Christmas events to be held. Proposed Cllr P Watson seconded Cllr Jarvis delegated powers given to Clerk and Cllr S Watson.
Schedule of remaining payments. Proposed Cllr S Watson seconded Cllr P Watson.

125-22 PLANNING
B/22/0309 – demolition of existing building and residential development of six dwellings rea of Bridge House, Donington Road, Kirton End. PC objected as this proposed development was outside of the building line and would set a precedence for future potential sites to be developed.  Cllr Pryke to pen a response.
B/22/0440 Appleby Drainside South – proposed rear extension to boundary. No objections
B/22/0423 79 London Road – proposed garage block. No objections.
B/22/0462 – 35 Edinburgh Drive proposed ground floor extension and increase garage. No objections
