MINUTES OF THE MEETING OF KIRTON PARISH COUNCIL HELD IN THE UPSALL ROOM, KIRTON TOWN HALL ON THURSDAY 20th FEBRUARY 2020.

Public Forum

1 resident attended to inform members that Build a Better Kirton were joining up with Wyberton to do the Big Spring Clean-up.  The resident wished to know whether the Parish Council would provide the Town Hall as a venue for afterwards for a drink and cake (provided by Coop).

Chairman’s comments

The Chairman welcomed members to the meeting.  The Chairman wished it recorded that on New Year’s eve the gate was erected to close the footpath to the rear of the Town Hall leading into Kings Court.

Apologies for absence and reason given

Cllr D Brown sent his apologies via Cllr Brotherton as he had been held up at work, this was accepted by the council.  Cllr Welton did not send his apologies.

Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests.

Cllr Bemrose declared a personal interest in Town Hall on the agenda as her mother is Chairman.

She is also a parent governor at the Primary School. Cllr Bemrose also declared an interest in item B/20/0025 in planning and will take no part in discussions.  Cllr Cole also declared an interest in this planning item and will take no part in discussions.

Cllr P Watson is on the Boston Borough Planning Committee and will take no part in item 15 on the agenda (planning).

Cllr Sharp declared an interest as he is on the Kirton Youth Challenge as a trustee, he is also on the 4th Boston Scout Committee.

Cllr S Watson declared that her husband Cllr P Watson is on Boston Borough Planning Committee.

Cllr Lidgett declared her interests as member of the Methodist Church, plus a member of the Thomas Middlecott Trust.

Approval of the minutes of the previous meeting

It was resolved that the notes of the meeting held on the 18th February 2020, previously circulated, should be recorded as the minutes.  Proposed by Cllr Brotherton, seconded by Cllr S Watson agreed by the remainder.

Police Matters

No Police attended.  Cllr Turner had, however, met with the police in the Police Station.  He was informed that at the moment the villages within Kirton Parish are generally quiet and there are no pressing issues.

Viewpoints on questions from members of the public

Members were keen to support the clean-up initiative.  Cllr Bemrose will ask the Town Hall to sponsor the refreshment time.  The Clerk had also been approached by a member of the Friday Group to try and get litter hoops to hold the bin bags whilst they are collecting litter.  Members voted unanimously for the Clerk to purchase 2.

 

On the issue of litter within the village, the Chairman has been approached regarding the bin outside Jhay Stores.  The feeling is that it is being full so quickly as someone who should be using their own bin for rubbish is putting full black bin bags in it.  The Borough bin collection is weekly, but the chap who empties the bins is actually doing it twice a week at the moment as it is getting filled so quickly.  Cllr P Watson offered to speak to Jen Moore at the Borough for her help to get this solved.

Matters for the attention of Lincolnshire County Council/Boston Borough Council from/to County/Borough Councillors

Cllr Austin commented that the signs on the roundabout on the A16 appear to have been replaced again bringing a full complement to the roundabout again.

 

Cllr Austin reported that there would be a budget setting meeting at the County Council the next day where is was anticipated a 1.2% increase in Council Tax plus and additional increase of 2% to cover adult social care.

 

It was reported to Cllr Austin that the lines of the crossing on Station Road are in need of repainting.

 

Cllr Brookes reported that he had seen on one of the local Facebook sites a report that Cllr Bemrose had taken up regarding flooding on London Road.  He visited the Highways Manager who reported that the gully on the opposite side of the road to the flooding was blocked and therefore causing it to back up – a job has been raised and it is hoped to be completed within 28 days.

Cllr Brookes also reported that following on from last meeting and the Clerks formal request to the Highways Manager, the 30mph zone being extended out of the village to the Middlegate crossroads is being investigated within current LCC policy.

 

Cllr P Watson reported that he had reported a light out on Skeldyke Road on fix my street.  He also reported that he had (as a planning committee member) called in the Penny Gardens planning application to the committee.  It is currently being investigated by the planning Inspectorate.

Cllr P Watson also reported that he had been approached by residents on the Windmill Estate who are concerned about dog fouling.  He gave members an update regarding enforcement by the Borough.

The accounts as per payment sheet dated February 2019/20 (11 of 12) were proposed for payment by Cllr Lidgett, seconded by Cllr Champion and agreed by the remainder.

Uneven pavement reported on the pavement on the Frampton side of Horseshoe Lane, in poor state of repair.  Was scheduled to have been done but never carried out.  Reported to LCC ref 342401.

LCC report that they need to investigate this matter further

Cllr Austin agreed to chase this up.

Cllr Austin informed members that this work has now been scheduled to be done

This fault will be assessed for the possibility of future permanent works and prioritised according to our Highways Asset Management Plan.

Contacted Lincolnshire Road Safety Partnership regarding the crossing issues on Station Road, I have asked for their help in enforcing the double yellow lines outside the Kebab shop plus have asked about the possibility of having the columns to the ‘z brites’ changed to illuminated ones. 

Road Safety (Accident Investigation) Manager is in talks with Andy Wharf at Highways at the Borough.

He will also ask the parking Enforcement Team to visit the village over the next few months as a priority.

Cllr Austin agreed to chase this up.

Cllr Austin told members that this matter was not deemed high on the priority list by Highways, but it could be looked at again when the evenings get darker.  Cllr Hannay will forward a photograph of the columns on the crossing which clearly show that the columns could support being lit.

Clerk emailed Mr Wharf to ask for an update.

LCC looking into repairing the columns

Email from LCC have advised that “have arranged for the equipment at this location to be reviewed and replaced as necessary.” Any works will not be programmed to take place until the new financial year

Contact from the Insurance company regarding the Claim for the replacement of the play equipment.  They have changed their policy and as such the council will receive the full amount to be paid within the next 10-15 days rather than having to wait for the equipment to be installed first.

Clerk received an email regarding one of the Horse Chestnut trees in the Churchyard having possible disease.  After a conversation with the County Council’s Arborcultural Officer, no action will be taken until he does his tree survey which he will carry out probably on the 17th January.

Visit carried out by the Arborcultral Officer – a report will follow, he said that nothing is urgent at this time.

Contact from the Insurance company regarding the Claim for the replacement of the play equipment.  They have changed their policy and as such the council will receive the full amount to be paid within the next 10-15 days rather than having to wait for the equipment to be installed first.

Clerk chased the loss adjuster and asked him to clarify why this money has still not been paid.

Town Hall

It was resolved that the Clerk should get quotations from a RICS registered surveyor for the Town Hall.

Cllr Bemrose will ask one of the businesses in the village whether they would do this at a lower rate. 

 

Cllr Cole informed members that after attending the recent Town Hall meeting, they have many forthcoming events planned. 

The Management Committee are also pursuing the installation of Broadband in the Town Hall to increase its rental capability.  Members voted 8 for, 1 abstained and 2 against to pay a contribution of £10 per month towards this Broadband.  Carried,  Cllr Cole will

Date & Time of the next Meeting of the Parish Council will be held on Thursday 19th March 2020 (Upsall Room, Kirton Town Hall) beginning at 7 pm.  There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 9.10 pm.
