MINUTES OF A MEETING OF THE PARISH COUNCIL
HELD ON TUESDAY 3rd March 2026

PUBLIC FORUM
Resident from Sentence crescent regarding the broken fence panel, which the Council are aware of and actions they now intend to take against the Council. An agenda item to be discussed later in the agenda.
Resident enquiring on speed reactive signs, traffic enforcement, and Community Speed watch. Petition online for ‘Make good the junction’ regarding parking and speed in Kings Street, but realising there are these problems throughout the village. Requesting update on the installation of a concave mirror to assist at junction. Parish Council to request County Councillor to take forward. Cllr F Baillie confirmed speed Police have been in the village and convictions made.
Also concerns of the anti-social behaviour from children from academy.
Mud on road at doctors’ surgery crossing requires attention.
REPORTS OF COUNTY & BOROUGH COUNCILLOR
Written report from Cllr Lock:
• Highways reported an overall £3.662m increase for 2026–27.
• Surpluses beyond 2026–27 to be used to rebuild reserves to avoid future borrowing,
• The independent review panel proposed Councillor renumeration increases of 13%, of which was voted against and to freeze.
• Proposed 4.99% council tax rise, it was voted for 2.9% (of which 2% is compulsory Adult social care increases)
Cllr Daish reiterated facts from Cllr Lock. Request for traffic warden to attend in Kirton and suggestions of a private company which would be against Highways recommendations.
Cllr R Pryke – updating details of calculation on banding for council tax in the Borough.
Cllr D Middleton - attended to answer the question of Clerk regarding his £1,000 allowance. It has already been allocated to Frampton for parking and defibrillator.
Cllr C Rylott – Boston Borough is permanently under pressure with finances from the Internal Drainage Boards. 2026-2027 levy has increased by £145k on last year. Borough is working together with another thirty-nine authorities to lobby Government for reforming pumping systems.
Complaints of road surfaces. Use Fix My Street, it works.
Complaints of entrance to building site in Horseshoe Lane. Contractors are sweeping at the end of the day.
Request to not forget Kirton Holme and Kirton End. Promised plants in Autumn and a litter bin, respectively.
22-26 TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN were received from Cllr T Hartfil-Allgood, Cllr D Jarvis, Cllr O’Connor, Cllr K. Shipp & County Cllr Lock. All resolved to accept reasons given.
23-26 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE COUNCIL’S CODE OF CONDUCT RELATING TO BUSINESS ON THE AGENDA

24-26 TO APPROVE AND SIGN MINUTES OF MEETING HELD ON 3rd FEBRUARY 2026.
Proposed Cllr P Head seconded Cllr Bowen these be accepted as a true copy of minutes. Unanimous.
25-26 TO RECEIVE CLERK’S UPDATES FROM THE MINUTES AND MATTERS ARISING
Town Hall
Awaiting date for visit from contractor in Lincoln.
Contractor requested to reroute gutter.
Roof contractor requested to clear and replace some clips as required. Clerk to request quotation for mesh protection in gutters.
Reactive speed signs
Unsuccessful in our grant as Kirton is outside area agreed for grants. Clerk recommends waiting for fiscal year end before further discussions take place.
Streetlights
Officer at BBC requested further details of bulbs used before the invoice can be recalculated. Checked everything with contractor for her. Cllr M Elston commented this information already sent when BBC showed disapproval of contractor. Clerk to send initial information.
26-26 TO RECEIVE EVENT UPDATES
No further discussions on Picnic in the Park. Bingo running well.
Previous suggestions of Best Kept Garden. Clerk to request information of other Councils that have attempted to avoid any pitfalls.
Cllr P. England suggested a scarecrow competition. This could be in front gardens and not interfere with privacy.
27-26 FINANCE
a) To Approve Payment of Accounts as per schedule

28-26 PLANNING – To Discuss Applications Received Since Last Meeting
The Peacock – application to discharge Foul Water Drainage.
Quickline putting in telegraph poles for new supplies.
Still parking problems with contractors and workers vehicles at site in Wash Road/Station Road. Reported to Planning. Cllr Elston advised to speak with site manager.
29-26 TO RECEIVE MEMBERS REPORTS
AB – Thank you to all for input in Town Hall Maintenance programme. Circulated to councillors. Group to meet to discuss further. Cllr P. Head suggested that this form of maintenance programme should be available for all Council assets.
Contact details on CCTV sign require updating. Are there enough CCTV signs for the number of cameras on the building. Clerk to ascertain regulations.
FB – resident selling wares from home and placing advertising boards on Highways. Clerk to advise concerns.
JB - Seadyke to Wash Road in a poor state. To Report to Highways.
ME – Complaints of mud on road at Doctors surgery. New green road sweepers going round Boston but not the villages. Cllr R Pryke to request. Grant being released from Community Foundation for Community Inclusion.
Finance – can Town Hall maintenance be split from Town Hall and budgets shown? Cllr Sohail suggested this be discussed in detail by finance committee.
PH – Finder sign on Skeldyke Road still not had attention.
Speeding quad bike traversing along Skeldyke Road and Horseshoe Lane to Craven Avenue. Could money from Pride of Place be used for Best Kept Garden? Keep Kirton Tidy. Used to be Keep Britain Tidy campaign. Could Kirton start such a campaign with stickers for residents.
Complaints of parking on double yellow lines outside of kebab shop, including lorries and Emergency cars!
Residents in Church Lane have been asking for a car park at DSS to alleviate the parking in the lane.
RP – Library are still keen to move to Police Station, but Police slow in agreeing what should happen with closed site. Pride of Place money may be available for project.
Fly posting is major problem in Borough, consideration Community Wardens to remove them.
Recent Parish Liaison Meeting, Police confirmed a reduction of Police coverage in the area. Reiterated offences must be reported.
Bus shelter appears to have been renovated/replaced. Not at the cost of the Parish Council, although one had been requested for the opposite side of the road.
30-26 TO DISCUSS CEMETERY MEMORIALS
Proposed Cllr M Sohail seconded Cllr R Pryke to take the following two items in committee.
A request was made for a book-style memorial at the Garden of Rest using the recommended dimensions, but a local stonemason clarified that this design is not permitted at Kirton.
Council approved varying designs as long as within size allowances. Proposed Cllr M. Sohail seconded Cllr F. Baillie.
31-26 TO DISCUSS CONTRACTOR FENCE DAMAGE
As per resident comments in public forum. Agreed to contact contractors advising of residents proposed actions against the Council.

32-26 TO RECEIVE CORRESPONDENCE RECEIVED SINCE LAST MEETING
Keep Britain Tidy campaign 13-29 March.
Local Flood alerts –Suggestions of where alarm systems should be placed and where there is danger of flooding. Link to be sent to Councillors.
Remote meetings and proxy voting – has not started its journey through Parliament, so will be time before valid Teams meetings.
LGR – another consultation. Link to be sent to Councillors.
