MINUTES OF A MEETING OF THE PARISH COUNCIL
HELD ON TUESDAY 7TH APRIL 2026 AT KIRTON HOLME
Present: Cllr M Sohail, Chair, Cllr A Bowen, Vice Chair, Cllr J Barton,
Cllr M Elston, Cllr P England, Cllr Hartfil-Allgood, &
Cllr P Head.

PUBLIC FORUM
Praise given on new play equipment, but what is Council to do regarding excess rubbish in
the area? To be discussed in meeting
REPORTS FROM ELECTED COUNTY COUNCILLORS & BOROUGH COUNCILLORS
Cllr C Rylott - £1½m to be available from BBC to be used by April 2027. All groups and community groups are eligible to apply. Focus is on community spaces, to create, extend, refurbish and high street revitalisation. Possible match funding but percentage not yet known.
Cllr Daish (in writing) advised the convex mirror request in Kings Street would not be acceptable to Highways due to a safety issues.
Cllr Pryke (relayed in writing) Request for lower speed limit (20mph like other schools) and other safety measures at Station Rd
BBCs confirmed that all flyposting Boston Market banners (including the Kirton one) have
been removed, and BBC is no longer doing what it criticizes others for.
Request for assistance for drivers wanting to turn right from Wash Rd at A16 junction – speeding traffic, and growth of the industrial estate has increased volumes; traffic lights not requested, but a traffic survey be done, and will KPC support requests for change.
Speeding complaints from Station Rd Hubberts Bridge (all day), Willington Road (afternoons and evenings), and Horseshoe Lane (evenings)
Planning: B/22/0156 CD2 The Peacock pub – discharge historic building record: wanting to downgrade the listing importance of the Peacock, I would oppose it and hope the PC does too
33-26 TO RECEIVE APOLOGIES FOR ABSENCE AND REASONS GIVEN were received and accepted from Cllr Baillie, Jarvis & Pryke. Borough Cllr Middleton & County Cllrs Daish & Lock.
34-26 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE COUNCIL’S CODE OF CONDUCT RELATING TO BUSINESS ON THE AGENDA

35-26 TO APPROVE AND SIGN MINUTES OF MEETING HELD ON 3RD FEBRUARY 2026.
Date on agenda stated February, not March and therefore were not approved.
36-26 TO RECEIVE CLERK’S UPDATES FROM THE MINUTES AND MATTERS ARISING
Broken fence and contractor. Made several attempts to contact contractor. Will pass insurance details on to residents.
Town Hall
Downpipe removed.
Drains - Survey and cleaning for £100 as it is the village.
Maxine Cakes – Highways who do not have a problem with her signs as it is not their land. Holds a street licence and has paid business rates for 10 years. Clerk to speak regarding signs and licences.
Litter bin at Kirton End – chased neighbourhood services as nothing heard from them.
Streetlights – resent list of streetlights changed. Asked for wattage as differing wattage.
Churchyard bollard – contractor still off work.
37-26 TO RECEIVE UPDATES ON PLAY AREA
Significant increase in daily use. Some noise/music concerns and footballs in garden.
Bins overflowing and more required. Delegated powers to Chair and Clerk to source at least
two bins from remaining grant monies.
CCTV shows youths. More images to be sent to Police to report increasing problems,
requesting increased patrols.
No dog signage to be installed once fencing is erected.
Education required regarding litter and nuisance behaviour. Keep Kirton tidy campaign suggested.
Cllr Bowen advised existing equipment looks ‘tired’ Proposed Cllr Sohail seconded
Cllr Bowen to purchase stain to paint.
38-26 TO RECEIVE UPDATES ON EVENTS
Picnic in The Park. Town Hall advised no charge for the event.
Cllr Head advised of cost of bouncy castles, with company manning for the day.
Approved 3 castles at the cost of £450
Face painter booked.
Refreshments to be served from Town Hall.
Ice Cream van will visit a couple of times during the day.
Food truck to be sourced.
Police, Fire Brigade, L.I.V.E.S and air ambulance to be invited.
Poster for magazine and businesses.
On the day: bins to be moved from cemetery for use. First aiders on site, rota for
volunteers’ availability.
39-26 FINANCE
a) To Approve Payment of Accounts as per schedule. Proposed Cllr Bowen
seconded Cllr Sohail. £1,000 grant in account from BBC, £500 is for Frampton.
b) To Discuss/Approve Purchase of Hi Viz Jackets for Clean Up Squad. – Clean Up Squad work well in village, particularly the cemetery. Proposed Cllr Sohail seconded
c) Cllr Head to approve up to £75. Unanimous
c) To Discuss/Approve External Lock for Town Hall Back Door – A lock on back
door would be more agreeable for access to the Clerk’s office. Proposed Cllr Sohail
seconded Cllr Hartfil-Allgood for budget of £250
Cllr Bowen advised, Christmas tree lights were old, brittle and unsafe. Proposed Cllr Sohail seconded Cllr Hartfil-Allgood. Approved unanimously to purchase new.
40-26 PLANNING – To Discuss Applications Received Since Last Meeting
B/26/0137 47 Marketstead – new extension, no objections.
B/26/0146 36 Station Road – dropped kerb, no objections.
B/26/0037 – Land adjacent to 309 Willington Road- were to object but has already been refused.
41-26 TO RECEIVE MEMBERS REPORTS
AB – could PC purchase new Inion Jack for flag pole?
JB – potholes from Bucklegate to Wash Road. Frequent speeding as a cut through. To
report to Cllr Locke to request a speed survey. Problems with parking in Willington Road
PE – cleaning of guttering. Can he and Cllr Head attempt to clear. Ladders required.
Clerk to request use of Town Hall ladders.
PH - finger post at Skeldyke not repaired but officers seen on site. Quad bikes speeding repeatedly along Horseshoe Lane and Skeldyke Road.
THA – Hedge on Cleymond Chase leading to Hemington Way requires attention.
Parking on Willington Road causing serious problems, can double yellow lines be extended. Clerk to report to Cllr Daish.
41-26 TO RECEIVE CORRESPONDENCE RECEIVED SINCE LAST MEETING
New legislation from BBC that means only places of worship are allowed free bin collections. The bins at the Town Hall will cost £7 per lift, per bin
Town Hall Management believe they should take on the responsibilities of the bins but realise the additional litter in the play area could result in their bins being used.
