KIRTON PARISH COUNCIL 
NOTES OF A MEETING OF THE PARISH COUNCIL 
HELD ON TUESDAY 24th October 2023

Present: Councillors:     Cllr P. Watson, Chair, Cllr C. Astill, Cllr F. Baillie,   
                                      Cllr M Elston, Cllr L O’Connor, Cllr Pryke, Cllr M Sohail

PUBLIC FORUM
Member asking for updates on 3 ongoing issues.  Chairman’s board.  Clerk advised will be replaced on Friday for which he thanked Council.
Parking – what is happening now? – no further action.  Parking Company are not willing to help to the extent the Parish Council wish.  No signs so no fines can be issued, will continue with contract, and possibly hold a public meeting for ideas on how to proceed.  Chair did advise that whilst no fines are being issued at present, if signs are erected, locals should take care.  Parking does not appear to be abused at present.
Orthodox Chapel – concerns of sale where PC would lose control over inconsiderate parking.  Advised that following a meeting with the Church they had been advised the PC are not now prepared to sell.  Parking problems were waning.

POLICE REPORT 
Correspondence from Patrick Coates, superintendent of East area advising of the ‘exciting’ development being made with engaging with parish councils in the future.  Teams meeting to be arranged to give overview of crime and antisocial behaviour statistics in area and future to reduce those figures.  Monthly newsletter is to cease.
 
REPORTS FROM ELECTED BOROUGH AND COUNTY COUNCILLORS
Cllr Brookes – 30 MPH are awaiting some electrical work, still trying to ascertain a date for us.
Bungley Lane – resurfacing is to take place week commencing 27th November.  Slight changes.  Area to be done from Willington Road to the Orchards.  Councill questioned if this was far enough as poor area was toward the London Road end.
Cllr Austin – Outer Dowsing – keeping up to date with happenings. Another public meeting to be held at Fosdyke.
Cllr Rylott – various vegetation problems within the village have been reported to Highways. 
Time spent viewing CCTVs in Boston Borough Offices and reported Kirton’s are working well.  Wondering if the camera at the Co-Op would be advantageous in being a roaming camera with 360°.  Clerk advised that there were problems with the trees in the Town Hall car park blocking view into field.  Council also advised that they are very unhappy with the coverage the cameras provide for the village and are considering if financial commitment is sustainable.
Concerns of Policing in the Borough as only now 9 PCSO’s.  Kirton has a replacement now.
Cllr Pryke – Traveller’s planning application has been rejected again. 
Middlegate Road has received second application to extend site.  BBC will not be able to refuse but the Parish Council should be looking into any additional Section 106 monies which developers escape with original numbers of dwellings on site.  Cllr Pryke has been advised that additional money may be available.

103-23 TO RECEIVE APOLOGIES FOR ABSENCE To receive and accept apologies for absence as given to the Clerk prior to the meeting by Cllrs Crisford and Jarvis and Borough Cllr Middleton.  All resolved to accept reasons given.

104-23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011
None

105-23 TO APPROVE NOTES OF PREVIOUS MEETING OF 10TH OCTOBER  2023.
Proposed Cllr Elston, seconded Cllr Astill that these be accepted as a true copy to be called minutes.  Unanimous.

106-23 TO CO-OPT NEW COUNCILLOR
Proposed Cllr P Watson seconded Cllr Pryke that June Barton be co-opted onto the Parish Council.  Miss Barton accepted and duly signed the Declaration of Acceptance of Office.

107-23 TO RECEIVE UPDATES FROM CLERK
Town Hall Car Park -No further contact.  If they don’t erect signs no fines can be made.  
CCTV for village – awaiting quotation from Alarmline.
Solar panels – No success in contacting Lee, left message tonight.  Advised Ann Booth.  Are we happy to compare the two quotations received as they are like for like. Council greed.
Orthodox Chapel – update from Cllr Astill – parking is improving, they have people on duty putting notices in windows and moving offenders on to Doctor’s car park.
Notice Board – due to ground conditions will be installed at the end of the month.
Defibrillator – now in situ.
Chairman’s board – back in situ tomorrow.
Dog bins – awaiting approval from Highways.

108-23 TO RECEIVE EVENTS GROUP UPDATES
Race Night - 4 sponsorships so far, Duckworths also offering a free winter car check, to be drawn after their race if people write details on ticket, then place in a hat.  Other races will just be generic ones. 
Xmas tree and lights for memorial, to prepare for.  Tree has been donated.
Remembrance Sunday -All organised.  Band, Church, Parade Leader etc.  Final meeting 2nd November for last minute adjustments.   More marshall’s for road closures this year.  Help required afterwards for serving tea.
Senior Citizens Christmas meal. A lot to organise with such short notice.  Cllr Sohail had list of dates Town Hall available.  Ann Booth advised it is always first Wednesday in December.  Agreed, therefore. 
6th December.  Clerk had requested a quotation from Anthony at Black Bull for meal, that date is available to him.  Also had details of violinist that had been playing at Town Hall.  Cllr S Watson advised she had details of singer from last year as citizens like his repertoire.  Suggested cost of £2 purely to know numbers for caterers.  Cllr S Watson advised last year £4.50 which was cost of meal to Town Hall Management.  Cllr Baillie agreed a three-course meal for that price would be very reasonable.  Cllr Astill felt it was a meal for the elderly and should be as in previous years just £1.  Concerns profit from race night may not be sufficient to cover.  If Town Hall Management Committee are not prepared to do event each year needs to be budgeted for in the future.


109-23 TO RECEIVE UPDATES FROM TOWN HALL MANAGEMENT COMMITTEE
Cllrs Astill and Sohail to confirm 6th December as night for Senior Citizens party as previously discussed.
Cllr Sohail advised the ethernet cable at Town Hall is regularly faulty.  Is this the responsibility of Town Hall or Parish Council?  Conversations required between the two parties of who does what etc. Still happy to contribute towards solar panels and would like to sort as soon as possible.

110-23 TO DISCUSS EXTERNAL REPAIRS TO TOWN HALL
Cllr Astill reported external repairs will be necessary for remedial works to the tower as it is no longer watertight as there are roof tiles missing.  Guttering around the Hall is also faulty as some water damage to the end wall of Clerk’s Office.  Grant application to National Heritage a possibility for funding.  Footpath from Kings Close requires attention. Cllr Astill would like to take over the external checks as he is a surgery twice a month.  All in agreement.  Cllr Crisford advised he could take photos with his drone when weather permits for evidence of problems to forward to clerk.

111-23 FINANCE
To Approve Payment of Accounts as per schedule
Proposed Cllr Elston seconded Cllr Pryke to approve payments.

112-23 PLANNING – To Discuss Applications Received Since Last Meeting
Black Bull – signage passed.
B/23/0335 - Land to North of Oak Tree House, Horseshoe Lane – landscaping for a future proposed detached dwelling.
B/23/0326 – Land to rear of 51 London Road – proposed 2 storeys detached building.

113-23 MEMBERS REPORTS
PW – fly tipping at the Stag and Pheasant corner.
CA – still attending Orthodox Chapel and pleased that all is going well now.  Father and he thanked each other.  Chair also thanked Cllr Astill for work done in resolving the issue.
Speaking with officer regarding the cannabis growing and breeding of wolves in Skeldyke.  
FB -thank you for replacing of gravestone. Reminder the Christmas Tree festival is 30th November with a theme of Christmas past.  
RP – breeding of wolves in Skeldyke site, although PCSO Williams inspected on many occasions nothing had been found but upon further investigations, arrests have now been made.
UKSP – meeting held with Cllrs P & S Watson and F Baillie.  Money to be spent in Kirton, some to church and some along the High Street.  Further questions need to be asked.
Survey for possible moving of Polling Stations, by Borough Council.  Agreed Town Hall was the best place.  Also looking into ward stations being introduced, with more developments, particularly in the Meeres Ward.  There are currently 6 councillors for each ward.
SW – Orthodox Church, could portable toilet be moved out of sight?  It would be difficult to ask the question now as it has been there some time and there is the emptying of it to consider.
Clerk Maxines Cakes would like to stand outside Hall on Fridays.  Town Hall has no objections, but Ann asked what PC thought.  No objections.
