MINUTES OF THE ANNUAL MEETING OF KIRTON PARISH COUNCIL HELD IN THE UPSALL ROOM, KIRTON TOWN HALL ON THURSDAY 27TH JUNE 2019.

Public Forum

4 residents attended. 

 

1 resident had come as Vice- chairman of Boston Community Transport to promote the service and for help to spread the word that they are looking for volunteer drivers plus any sources of funding available.  The scheme is also looking for trustees.

 

One resident came to ask for help of the council.  She complained that the monthly Bike Shop bike night is causing her and other residents of Thorn Way a real noise issue.  She said that the noise is unbearable where the bikes come out from the industrial estate onto the A16 and accelerate away.  She said she has approached the owners of Bike Shop and has been told that they cannot be held responsible for noise caused when people leave their premises.

 

Two residents came to raise their concerns about planning B/19/0180 – but this planning application was received too late to be on the agenda for this meeting and will likely be on next month’s agenda instead.

Chairman’s comments

The Chairman welcomed all to the meeting.  He said that the benches have now been put in the park, although the youngsters do keep moving them around and using them as part of the skate ramp.  He thanked Mr Peter Booth for his remedial work to them.  The Chairman will fix the benches to the ground so that they are only used for what they are intended to be used for.

 

The Chairman informed members that the Town Hall Committee called in a contractor on a Health and Safety issue, when the floor in the store cupboard gave way.  This has now been repaired but it did highlight the reason for the rotten floor boards is that the carpark has been built over the airbricks.  A contractor has been approached to give a quotation for the work at the car park.

Apologies for absence and reason given

M Welton (Borough), S Blackman (Borough), S Ransome and S Watson sent their apologies and reasons for absence which were accepted by the Council.

Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests.

Cllr Bemrose declared a personal interest in Town Hall on the agenda as her mother is Chairman.

She is also a parent governor at the Primary School.

Cllr Sharp is a trustee for Kirton Youth Challenge.

Cllr Watson is on the Boston Borough Planning Committee.

Approval of the minutes of the previous meeting

It was resolved that the notes of the meeting held on the 16th May 2019, previously circulated, should be recorded as the minutes.

Police Matters

No Police attended. Cllr Turner was late arriving but he reported that one of the PCSOs had arrested someone for driving under the influence of drink and drugs (a new PCSO power).  He also reported that the resident who has been living rough has been escalated to a level 1 community order.

Viewpoints on questions from members of the public

Member discussed the Boston Community Transport scheme.  Cllr Bemrose suggested that the Clerk put the Kirton News in touch with them as the Kirton News were looking for causes to give donations too. 

 

Cllr Watson and Cllr Austin will liaise to ensure both Borough and County Council issues surrounding the Bike Nights at Bike shop are addressed.  It is thought that it is mainly an Environmental issue with regards noise but could be that at permit is needed for large gatherings.

Matters for the attention of Lincolnshire County Councillors/Boston Borough Councillors

Cllr Austin reported that there is no date for starting the Horseshoe Lane work to the footpath.  She also report that there was no further information yet on the implementation of the 30 mph speed limit being further up Skeldyke Road.  There is also no further information regarding the lit-up columns (or rather the lack of them) on the crossing on Station Road.

 

Cllr Austin also reported that there had been no entry to property after the recent flooding in the village which was positive, the rainwater had only flooded on the roadway.

 

Cllr Brookes reported that the area of High Street/Green Lane is still being investigated with regards to flooding, it is not known whether tree roots were the problem or whether it is just the end of the route.

Cllr Brookes also reported that the area to the front of 9+11 Willington Road has not been claimed by the Charities who own it, and as such Highways have agreed to tarmac it.

He also reported that the work at the entrance to Dennis Estate has been completed. 

Cllr Brookes also reported that following on from flood investigations on Penny Gardens, the investigation is at the stage where they need to investigate whether there is need to clear a possible blockage on Willington Road, it is thought that a better outfall for the water is needed– this work is being done with the assistance of Black Sluice.

  1. It was resolved to accept the payments as per payment sheet dated June 2019 3 of 12.
  2. To consider how long/whether to reinvest the monies held in the United Trust Account
  • It was resolve to reinvest for a further year.

Uneven pavement reported on the pavement on the Frampton side of Horseshoe Lane, in poor state of repair.  Was scheduled to have been done but never carried out.  Reported to LCC ref 342401.

LCC report that they need to investigate this matter further

Contacted Lincolnshire Road Safety Partnership regarding the crossing issues on Station Road, I have asked for their help in enforcing the double yellow lines outside the Kebab shop plus have asked about the possibility of having the columns to the ‘z brites’ changed to illuminated ones. 

Road Safety (Accident Investigation) Manager is in talks with Andy Wharf at Highways at the Borough.

He will also ask the parking Enforcement Team to visit the village over the next few months as a priority.

Cllr Austin agreed to chase this up.

Cllr Austin told members that this matter was not deemed high on the priority list by Highways, but it could be looked at again when the evenings get darker.  Cllr Hannay will forward a photograph of the columns on the crossing which clearly show that the columns could support being lit.

Report from Cllr Brookes that the work requested recently at the entrance to Dennis Estate will take place imminently due to some additional funding being found and the job having already been looked at previously at the Parish Council’s request.  Work could start on the 19th June.

Town Hall

Following on from the work to the store cupboard.  It was resolved by all but Cllr Bemrose (she abstained after declaring a personal interest in the contractor who is a good friend of hers) to allow the contractor to go ahead without getting an additional 2 quotes for the work.

Moles were reported in the cemetery again.  Clerk to report to pest control.

Parish matters

  1. Reports from committee meetings held since last Council meeting.

Cllr Watson reported that he had 4 volunteers now ready for training on Community Speed Watch.The Clerk reported she had just received information that there is a training session in Spalding on Monday 8 July – Cllr Watson will forward this information to the 4 people.

Cllr Turner thanked Cllrs Sharp and Watson (S) for their help getting the first draft together for the Neighbourhood plan.The next step is to create a questionnaire for residents.Clerk to make enquiries to other Parish Council’s who have made a Neighbourhood Plan for guidance regarding companies who do this.

  1. Update on Park Inspections

Other than the benches, no further action required.

Members considered that in the future, further investment in the park will be needed as there are a number of large housing developments within the village being planned/nearly completed and as such there will be a greater use of the facilities.

  1. Consider a request from the Graves Park classic show to park vehicles on the grass at the rear of the Town Hall.

It was resolved not to allow the grass to be used as a car park.It was thought that allowing it to be used this time would result in it being used ad hoc when the car park is full. Plus, the mess the grass could be left in if the weather becomes wet.

  1. To consider adopting the CCTV policy circulated to all members

It was resolved to adopt the CCTV policy.

Reports for Various Bodies

Clerk had received a complaint about the grass not being cut around Edinburgh Drive/Crescent, she has reported it to LCC.

Cllr Turner suggested that it may be a good idea to plan celebrations within the village to mark 75th anniversary of VE day next May.

Speedwatch is collecting more volunteers.  These volunteers are waiting for training.  There is a further training session in Spalding on 8th July.  Cllr Watson will contact all those who have expressed an interest to inform them of the session.  Cllr Watson reported that it would be beneficial to purchase a voice recorder to go with the speedwatch equipment to aid logging the data.  It was resolved he could purchase one.

It was also resolved to try and find out stats for the information being supplied to speedwatch for the number of letters sent and whether this could be done regularly.  Clerk to enquire.

Date & Time of the next Meeting will be held on Thursday 18th July 2019 (Upsall Room, Kirton Town Hall) beginning at 7pm.  There being no further business to discuss, the Chairman thanked those in attendance, and declared the meeting closed at 9.10pm.
