MINUTES OF THE ANNUAL MEETING OF KIRTON PARISH COUNCIL HELD IN UPSALL ROOM, KIRTON TOWN HALL, KIRTON ON THURSDAY 18th OCTOBER 2018.

Public Forum

1 resident came to spectate.

The other resident came to complain that calling 101 (which as a resident of Church Lane she is encouraged to do when there is antisocial behaviour at the Park) costs 15p per call.  She also said that although there is another way to report, i.e. online, not everyone is on the internet.

 

This 2nd resident left.

Chairman’s comments

The Chairman announced to all the news that Kirton had been judged to be Best Kept Village in the Large village category in this year’s CPRE competition.  He thanked the contractors (grass/hedge cutting, watering), Cheers nurseries, Barbara the village Caretaker and The Friday Group for their combined efforts in achieving this.  Not to forget the residents and businesses which have tended their properties too.

Apologies for absence and reason given

Cllr M Brookes and S Ransome sent their apologies and reasons for absence which were accepted by the Council.

Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests.

Cllr Bemrose declared a personal interest in Town Hall on the agenda as her mother is Chairman.

Cllr Rylott declared an interest in Planning as she is on the planning committee at the Borough, she will take no part in discussions in this item.  She is also Vice-Chairman of the South East Lincolnshire Local Plan committee.

Approval of the minutes of the previous meeting

It was resolved that the notes of the meeting held on the 20th September 2018, previously circulated, should be recorded as the minutes.

Police Matters

No Police attended.

 

There is an ongoing issue with litter along the Church Wall/Fence.  Cllr Turner will speak to the Police.

Matters for the attention of Lincolnshire County Councillors/Boston Borough Councillors

Cllr Rylott reported that Boston had come 1st in category in the East Midlands in Bloom competition.

Cllr Austin had not met with the head of Highways for a few months.  She was asked follow up the signs/lights on the roundabout as a matter of urgency stating that it is a Health and Safety matter.  She asked that the Parish Council also write to the Road Safety Partnership and ask that they investigate whether the current layout is suitable.

Cllr Austin also informed members that the flooding issues were still being investigated.

Accounts for payment/Finance

It was resolved to pay the accounts for payment as per payment sheet dated October 2018/19 (7 of 12).

 

Cllr Danby proposed that following on from Cllr Turners proposal last month which was not resolved, and the winning of Best Kept Village, that 5 more tubs should be purchased.  3 for Kirton and 2 for Kirton Holme.  This was resolved unanimously.

Been in touch with the roofer that redid the Town Hall roof.  Informed him of the leaks, he will be touch to come and look. 

Update: Roofer seen the problems and promised to rectify them within a week/10 days.

Still nothing heard from roofer.  Written to him and informed him that if the remedial work is not completed properly by the end of September that he leaves no other option than for the work to be given to another roofer and he will be liable for the bill.

Roofer says he has inspected the roof and the chimney needs pointing.

Information received from Events Management at the County Council – our barriers/cones/signs will be delivered soon for the Remembrance Parade road closures.

Barriers/cones etc received now need to move from Clerk’s house to Town Hall.

Correspondence received which the Council are invited to resolve on

  1. Boston Borough Council – following on from the Clerks post on the Council’s Facebook page asking for ideas regarding spending of the additional precept monies, the Borough has been in touch asking whether the rural isolation project could be considered.

It was resolved that it was not a route the Parish Council wanted to take.

  1. Boston Borough Council – Info received that 14 Skeldyke lamp cover was broken and replaced.  Owners of overhanging trees which caused the damage written to to trim trees back.
  2. Resident of Skeldyke Road (opposite Ripe Now) has asked for help regarding lorries which leave their refrigeration units on overnight.  He asks for help to get the company to be prohibited from allowing this practice.  He believes the introduction of double yellow lines will make this enforceable.
  3. Lincolnshire County Council – Remembrance Parade – Event Management approval given.
  4. Update on Fundraising for the Old King’s Head, Kirton received from Heritage Lincolnshire

Town Hall

There are many events planned at the Town Hall including a Xmas Bizarre which will run to an extended time of 4.30pm to coincide with the lights switch on on 1st December.  The Town Hall are keen on the idea of French doors/Patio doors to the rear of the Town Hall and ask whether the Parish Council agree to the idea in principal before they go further and get quotations for work to be done etc.

A Cemetery Committee meeting was set for November.

  1. Reports from committee meetings held since last Council meeting.

The OAP/Carols/Last Night of the Proms committees met to finalise details.

The Last Night of the Proms tickets have not been selling very well.It was resolved that if 60 tickets were not sold by Tuesday that it would be cancelled.

These were discussed and a contractor appointed.Clerk to liaise to get the new cameras/system fitted.

Reports for Various Bodies

Cllr Rylott reminded members of the Beacon lighting at Kirton Holme on the 11th November at 6pm to commemorate the end of WW1.  Refreshments will be served at the Golf club afterwards.

 

Cllr Sharp informed members that the Friday Group were looking to target hotspots within the village – if there were any areas needed specific attention they could be contacted.

 

Cllr Turner reported that the paint   on the Zebra Crossing on Station Road was looking rather worn – Clerk to report to LCC.

 

Cllr Turner has also been approached by residents on Donington Road complaining about the speed of vehicles along it.

Date & time of the next Parish Council Meeting

 

Date & Time of the next Meeting of the Parish Council will be held on Thursday 15th November (Upsall Room, Kirton Town Hall) beginning at 7 pm.  There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 9.35pm.
