MINUTES OF THE ANNUAL MEETING OF KIRTON PARISH COUNCIL HELD IN THE UPSALL ROOM, KIRTON TOWN HALL ON THURSDAY 21ST JUNE 2018.

Public Forum
13 residents attended with concerns over the speeding on Station Road. They were concerned about where the children were crossing (i.e. not at the crossing). They were concerned also about the noise on the road.
The residents were informed about the Community Speed Watch campaign where residents can be trained to use speed guns, plus help in the education of speed of motorists. 4 residents and one Councillor volunteered to take part. (Clerk to forward information to the Road safety Partnership for further information).
One resident also thanked Councillors for their work in the village which ‘must feel like a thankless task sometimes’.
Residents and Police left the meeting.
89/18 Chairman’s comments
The Chairman formally asked Cllr Ransome to be his Vice. She accepted.
The Chairman informed members of the outcome of the recent Parish Liaison Meeting at the Borough which he, Cllr Turner and the Clerk attended. The most important information which came from the meeting was the GDPR (Data Protection). He reminded all members that Parish Councils are not immune from scrutiny or prosecution.
The Chairman updated members on how the Park is now up to speed with what needs to be in place. Matters that have been brought to our attention must be attended to.
90/18 Apologies for absence and reason given
Cllr Edwards, Cllr M Brookes, Cllr D Smith, Cllr A Austin, Cllr M Hannay sent their apologies and reasons for absence which were accepted by the Council.
91/18 Receipt of any declarations of interest in accordance with the requirements of the Localism Act 2011, and to consider any written requests for dispensations in relation to members’ disclosable pecuniary interests.
Cllr Bemrose declared a personal interest in item 12. Town Hall on the agenda as her mother is Chairman.
Cllr Ransome declared an interest in Planning as she is Vice Chairman on the planning committee at the Borough, she will take no part in discussions in this item. Cllr Ransome is also a member of the South East Lincolnshire Local Plan committee.
Cllr Rylott declared an interest in Planning as she is on the planning committee at the Borough, she will take no part in discussions in this item. She is also Vice-Chairman of the South East Lincolnshire Local Plan committee.
Cllr Turner declared a personal interest in planning item B/18/0147 as the applicant and architect are personally known to him. He will take no part in discussions on this item.
92/18 Approval of the minutes of the previous meeting
It was resolved that the notes of the meeting held on the 17th May 2018, previously circulated, should be recorded as the minutes.
93/18 Police Matters
Parking on the pavement on a Sunday by the congregation of the Green and Rumanian Orthodox Chapel is still an issue. Cllr Turner will take it up with the Police. Clerk to email clergy and ask him to remind his congregation.
94/18 Viewpoints on questions from members of the public
Cllr Bemrose suggested that a competition to design signs asking cars to go slower by the children of the Primary School could be one way to get signs that cars/vehicles take notice of.
Cllr Swan-Smith said that no one should feel embarrassed by calling 101, even if they have to do it numerous times about the same thing.

96/18 Correspondence received which the Council are invited to resolve on
a. Temporary Road Closure – Drainside North, Kirton for essential maintenance. 18.06.2018-22.06.2016
b. Request from Lincolnshire Heritage to make a donation towards the Old Kings Head.
It was resolved to make a donation of £500, with a view at a further donation possibly later in the year.
c. Request for donation from the Kirton Flower Show in the church.
It was resolved to make a donation of £50 and ask that an arrangement be made in Parish Council name.
97/18 Matters for the attention of Lincolnshire County Councillors/Boston Borough Councillors
Cllr Rylott informed members that Boston was going for its 4th Gold this year in the Midlands in Bloom competition.
Also, Kuoni travel will be putting Boston on their radar and Mayflower 2020 could bring lots of new visitors to the Town.
98/18 Planning applications:
B/18/0210 – Erection of two storey residential dwelling at Land off Bungley Lane, Kirton – NO OBJECTIONS
99/18 Accounts for payment
After a proposal from Cllr Brotherton which was seconded by Cllr Ransome, the accounts for payment as per payment sheet dated June 2018/19 (3 of 12) were resolved to be paid.
100/18 Town Hall
Cllr Sharp attended the recent Town Hall Management Committee meeting. The Town Hall plans to install Wi-Fi into the building to attract different bookings and in response to the upcoming competition in the New Life Fellowship building. Also, they are looking to having marquee lighting for the main hall.
The Town Hall is concerned about the ramp at the rear of the building – whether it is suitable. Clerk to contact Fire Safety Officer for advice.
Cllr Turner thanked Cllr Sharp for the number of meetings at the Town Hall he has attended.
101/18 Cemetery
No issues raised.
102/18 Reports for Various Bodies
Cllr Brotherton reported that the footpath from Penny Gardens to Hemmington Way is overgrown. Clerk to report to LCC.
Cllr Bemrose reported that the Kier site on London Road is a mess. Clerk to chase Kier.
The stump on the footpath alongside London Road where the tree came down off Dennis Land is still sticking into the footpath.
Cllr Ransome reported that she has finally been able to get a mattress from Horseshoe Lane removed, after it being there for months.
Cllr Turner asked that Cllr Austin be chased to find out why the signs on the roundabout on the A16/Station Road are still not sorted out. Clerk to chase again.
Also to chase why the crash barrier on the corner of High Street/Boston Road is still not fixed.
Cllr Rylott said that Mill Lane to Donington Road grass is really high on the verges and is causing an obstruction. Clerk already reported to LCC.
Cllr Swan-Smith reported that she really enjoyed the Clerks training day she recently attended.
Cllr Sharp said he took a lot from it too.
103/18 Parish matters
1. Reports from committee meetings held since last Council meeting.
None held
2. To consider how to spend additional precept monies with in the Parish.
To be deferred to next meeting.
3. Consider a ‘There but not There’ structure.
Cllr like this idea for the War Memorial area, Cllr Bemrose has found that there is funding available for Councils to buy these, she will apply for the funding.
4. Consider Clerk/Chairman training on Data Protection to ensure Parish Council is covered.
It was resolved that it is most important that the Clerk does this not so necessary for the Chairman.
5. To consider doing a Neighbourhood Plan
Clerk to email the information regarding this to everyone prior to the next meeting to see if this is something that the Parish wishes to pursue.
6. To consider new light and decoration of the Town Hall office.
It was resolved that both should go ahead. Clerk to arrange.
7. To consider revamp of existing Town Hall CCTV and to have infrared cameras/motion detectors.
One company has been approached. It was resolved to wait until one quotation received then apply for others to give a like for like quote.
104/18 Date & time of the next Parish Council Meeting
Date & Time of the next Meeting of the Parish Council will be held on Thursday 19th July (Upsall Room, Kirton Town Hall) beginning at 7 pm. There being no further business to discuss, the Chairman thanked those in attendance and declared the meeting closed at 9.10pm.
