PLANNING APPLICATION B/22/0260
The Parish Council discussed this application at their meeting last night and voted unanimously to object to the application, their reasons being:
The main objection is that it is on a Flood zone 3. Caravans, of which there could be twenty-eight, are highly vulnerable and an evacuation plan, should floods happen, will not be sufficient as witnessed in the floods of 1953 in a neighbouring piece of land where two residential buildings were completely lost.
Overdevelopment of site and the effect it will have on services and utilities. The number of people in residence would increase the population of this area by 100%. The local school is fully subscribed with only waiting lists for additional entrants. Doctors and dentists are at capacity. The public transport is extremely poor in this isolated area, so there would be the need for private transport.
The roads are already in a poor state of repair and are not classed as priority by the Local Authority so will not be improved, for many, many years to accommodate the additional thoroughfare and in particularly emergency vehicles that will have problems on the one-track roads.
There were also concerns voiced regarding wastewater and sewerage with water tables as they currently are in the surrounding area. This quantified by the Environment Health report.
The RSPB reserve is nearby and the potential detriment to this by recreational light and sound disturbance will also be detrimental. The Wash is an important part of migrating for these birds together with other habitat, plants, seals etc.
The recreational light and sound disturbance would also be detrimental to wildlife in the area as they seek it to be their safe domain.
Finally, the local people are also concerned about access difficulties and health effects caused by so many people living beneath and around high voltage power cables.
Whilst the Parish Council appreciates there has to be sites within the County for travellers on a temporary basis, the Local Plan had no proposed areas for traveller sites in Kirton and therefore the application must be refused.
